While the Chair struggled to maintain order in the House chamber, Representatives Buck McKeon (R-CA) and Tom Price (R-GA) moved to recommit, in an effort to amend the E.F.C.A. to count only cards signed by U.S. citizens or legal aliens.
Rep. George Miller (D-CA) became red-faced in his defense of the union organizers' ability to count illegal aliens among the majority needed to certify a union, and had to be reminded to address the Chair -- not his opposition across the aisle.
Voting is underway on the motion. But with three successive amendment defeats: 164-264, 173-256 and 173-256, it is probably safe to predict both the outcome of this vote and the ultimate House floor vote on the E.F.C.A. itself.
